FY 2025 Continuum of Care Program

Competition is Now Open as of November 13, 2025

E-Snaps is not yet available

  • The NC-516 estimated Annual Renewal Demand (ARD) is: $531,698. Additional funding will be available for a DV Bonus project up to $87,891, for a CoC Bonus project up to $175,783, and for the annual CoC Planning grant at $50,000. The Department of Housing and Development (HUD) has not certified the exact funding available for the FY 2025 Competition at this time. Please refer to additional resources on the HUD https://www.hud.gov/hud-partners/community-coc  and the HUD Exchange https://www.hudexchange.info/programs/e-snaps/ for updates to competition information released by HUD.

  • The Project Applications are not yet available online in e-snaps.

  • The NC 516 Consolidated Application deadline is Wednesday, January 14, 2026 at 8:00 PM.  NC-516 plans to post the Consolidated Application and Project Priority Listing containing the Project Applications by Friday, January 9, 2026 to ensure CoC gets early submission points.

 

The Electronic Application in e-snaps is not yet open. Project Applications for all new, renewal, bonus funds, and CoC Planning projects must be submitted in e-snaps on or before Monday, December 15, 2025 at 7:59 PM EDT to allow adequate time for review and ranking by the CoC.

 

The 2025 Scorecard for Northwest CoC (NC-516) FY2025 Competition for New and Renewal Projects will be posted on the Northwest CoC Funding page at: https://www.hosphouse.org/nwcoc-funding

 

Submitted Project Applications will be reviewed and written notification regarding whether project application(s) will be included as part of the CoC Project Priority Listing Submission to all project applicants no later than Tuesday, December 30, 2025. Project Application Approval/Denial/Ranking and Appeals will be accepted by Friday, January 2, 2026 with Appeals Decisions sent to Project Applicants no later than Monday, January 5, 2026 by 5:00 PM EDT.  Approved Project Applicants are expected to have submitted their final project application in e-Snaps by Thursday, January 8, 2026 by 6:00 pm EDT.

 

All parts of the 2025 CoC Consolidated Application will be posted and available to the community for inspection by verbal or written request to the Collaborative Applicant:  Tina Krause c/o Hospitality House at PO Box 309, Boone, NC  28607, 828-264-1237, or email at: director@hosphouse.org.  Arrangements will be made to provide technical assistance or review of any or all parts of this announcement, the NC-516 CoC applications process, details, and obligations in a manner that is effective for persons with disabilities or any person with Limited English Proficiency (LEP). Agencies interested in applying for a new project may notify the Collaborative Applicant: Tina Krause, NWCoC Chair of their interest in submitting an application for further information or technical assistance. 

 

To be eligible to apply for a new project, the applicant/agency must:

  1. Be an active CoC member or commit to attending monthly meetings and serving on at least one committee and commit to working on the Northwest CoC’s FY2025 Consolidated Application,

  2. Agree to any reporting requirements and use of either HMIS or comparable database for victim service applicants,

  3. Complete the online Project Application in e-snaps and submit it to the CoC by Monday, December 15, 2025, for review and ranking by the CoC on the Priority Listing, and

  4. Be responsible for any match requirement.
